DUTIES OF THE EDITOR, EDITORIAL AND PUBLISHING BOARD

The Editorial Staff of the journal is represented by the Editor-in-Chief and his deputy. The Editorial Board provides expert and professional assistance to the Editorial Staff in making decisions about publishing papers in the journal.

Administrative and technical assistance to the Editorial Staff is provided by the journal’s Secretary, who maintains a register of submitted papers, as well as other records and archives related to the review and publication of papers.

The Editor-in-Chief makes the final decision on which papers will be published and in which categorization. When making a decision, the Editor-in-Chief can call a meeting of the Editorial Board or directly consult with individual members of the Editorial Board who are more expert in a certain field of research, guided by the principles of scientific research efficiency, as well as the rules of editorial policy.

When deciding which works will be published in the journal, the members of the Editorial Board together with the Editor-in-Chief and his deputy must take into account the legal regulations related to defamation, copyright infringement and plagiarism.

The Editor-in-Chief reserves the discretionary right to evaluate and reject received papers without peer review, if he determines that they do not correspond to the content and formal standards of writing a scientific research paper and the thematic requirements of the editorial policy.

Papers that do not meet the technical standards prescribed by the Instructions for Authors, even if the content is correct, will be returned to the authors for adjustment. The Editor-in-Chief reserves the right to reject papers with more than three co-authors if he finds that it is not possible to determine an individual contribution.

The Editor-in-Chief or deputy of the Editor-in-Chief informs the authors in a timely manner whether their text has been accepted for publication. The Editor-in-Chief, his deputy, Secretary and members of the Editorial Board must not be in any conflict of interest in connection with the contributions they consider. All submitted papers and reviews are kept confidential and may not be used for personal gain.

The Editor-in-Chief, his deputy, Secretary and members of the Editorial Board are obliged to take all reasonable measures so that the identity of the reviewers remains unknown to the authors before, during and after the review process.
